At the School Board meeting on February 13, 2006 when the Emmelhainz property was formally selected as the location for the third Hilliard high school, I asked the Board how they planned to connect the school to water and sewer services when the closest lines were a mile away. They said they had no answer to that problem just then. I thought that was a curious response given that they had just voted to spend nearly $3 million to purchase the property.

That concern was lessened when I obtained a copy of the purchase agreement and read that the School Board had given itself an “out” from the deal if no satisfactory solution to the water/sewer situation could be found.

So it was surprising to learn that the School Board, in July 2006, had apparently waived these contingencies and closed on the property anyway. It was not until the April 23, 2007 School Board meeting that a resolution was passed authorizing the execution of an agreement between Hilliard City Schools and Homewood Corporation for an easement across the Homewood property to build a water line. For this easement, the School District paid ten dollars.

In that same meeting, the School Board authorized the expenditure of $834,000 to construct a 16” water main from Alton-Darby Rd at Pinefield Dr to the site of the new high school.

This easement deal with Homewood has some curious provisions. One is that if Homewood decides to annex its land to the City of Hilliard, the School Board has agreed that it will also annex its property to Hilliard. Why would Homewood care enough about this to put it in an easement contract?  Another provision is that Homewood gets to tap off this $834,000 water line for free.
