The School Board and the Administration of Hilliard
City Schools have, in my opinion, failed to fulfill their fiduciary
responsibilities to our community through their selection of the
Emmelhainz farm in Brown Township as the site of our third high
school. I believe that:
- They have failed to consider the economic
consequence of encouraging, if not enabling, the commencement of
high density residential development in Brown Township, which will
result in repeated appeals to the community for more tax revenue;
- They have allowed themselves to be manipulated by
the City of Hilliard, who very much desires the high school to be
placed within the boundaries of the City so as to enable the collection of
income tax revenue from the employees of the school -- even though
there are better sites available outside the City of Hilliard but
within the area bounded by the School District (note --
this is obviously of interest, as the school system
prepared a report indicating
which municipalities received income tax revenue from the employees
of each school);
- They have allowed themselves to be manipulated by
residential development interests who own most of the property
around the Emmelhainz farm site (those developers plan to use the
expedited annexation process to
overcome their objections to the Brown Township Comprehensive Plan
and the recommendations of the Big Darby Accord);
- They allow themselves to be victimized by other
government agencies rather than demanding a role as a participant to
the community policymaking process;
- They have ignored the legitimate and
revolutionary comprehensive land use planning effort called the
Big Darby Accord, which involved the county government, three
city governments, and six townships/villages, all of whom have been
working cooperatively for several years to create a unified vision for
the development of the Big Darby Watershed.
One of the most important question to ask is: WHY HAVE THEY BEHAVED THIS WAY? Here is
my theory... |
